Mobile connectivity showed that the people who miss out are not those without coverage but those who cannot use what coverage delivers — and AI has the same structure with a harder interface, which the layered architecture depends on someone having already overcome.

The figure that frames this session is the one that should appear in more discussions of AI adoption: in the markets under consideration, fewer than 20 per cent of people are using AI at all, and the benefit is concentrated in developed markets (11:21).

Every debate about AI's economic impact assumes access. This session is about the four-fifths for whom the question has not yet arisen.

Digital literacy as the actual constraint

The reason this matters more than infrastructure is that the sequence has already been demonstrated once. Mobile connectivity reached these markets faster than almost anyone forecast, because the device was the interface and the interface was learnable. The people who did not benefit were not the people without coverage; they were the people who could not use what coverage delivered.

AI has the same structure with a harder interface. Getting useful output from these systems requires knowing what to ask, evaluating what comes back, and recognising when it is wrong — none of which is obvious, and all of which is currently taught informally among people who already have access.

The layered architecture

The technical description is worth extracting because it is a distribution argument rather than a product one: open the telecommunications network through interfaces, then build a solutioning layer and an engagement layer above it (24:24).

The reasoning is that operators possess something no application developer has — reach into markets and populations that no other channel serves. Exposing that reach as an interface lets people who understand local problems build against it, rather than requiring the operator to guess at what those problems are.

This is the right shape. It also depends entirely on the layers above being built by people with local knowledge, which is exactly what the digital literacy gap makes scarce. The architecture assumes a developer population that the same conditions suppress.

The discipline that makes it credible

The operational detail is the most convincing thing in the session: every week or two the team examines analytics on which personas are engaging and which are disengaging (21:18).

Engagement is good, revenue is good, developer count is good — and they still look at who is dropping off, by segment.

That is the measurement that distinguishes a programme from an announcement. Aggregate numbers rise while the intended beneficiaries leave, and only segmented retention reveals it. For an initiative whose entire purpose is reaching people currently excluded, the aggregate is precisely the number that can look healthy while the goal fails.

Programmes of this kind fail by being launched successfully and then not being anyone's responsibility, and naming that in advance is a reasonable defence against it.
